The project is being managed jointly by the Royal Household and the Department for Culture, Media and Sport (DCMS).

The Royal Household will co-ordinate all the requirements of interested parties; establish a programme; appoint a project team as necessary; ensure that the project team have reasonable access to areas as necessary; and authorise payment of fees and contractors' invoices.

The role of DCMS is to provide funding from the Treasury and to monitor the progress of the project.

The memorial site lies within an area managed by the Royal Parks, which will maintain the memorial on completion.
